Avtar Singh, President of CES Consulting, provides overall leadership and management of the firm’s strategic growth and operations. Prior to starting CES Consulting in 2011, Avtar worked as a Responsible Charge Engineer at the Virginia Department of Transportation for five years and has been part of the VA Consulting Industry since 1998. Avtar is a licensed Professional Engineer in Virginia, Maryland and Washington DC, is a Certified Construction Manager and and an Associate DBIA member. He received a Master’s and Bachelor’s Degree in Civil Engineering from Queen’s University in Canada in 1994. Prior to working in the United States, Avtar worked as a Civil Engineer in Canada and Hong Kong.
