Scope of work
The Metropolitan Washington Airport Authority (MWAA), Loudoun County and Virginia Department of Transportation (VDOT) are jointly funding the project which successfully completed on August 2018. Loudoun County Parkway/Old Ox Road (Route 606) connects two major roads, Route 50 and Route 28 (Sully Road) and is a desirable route for motorists from points west to access Ashburn, Sterling and Herndon. The scope of work included; construction of new bridges and upgrades to Horsepen Lake, which was recently classified as high hazard dam by DCR, roadway, utilities relocation, construction of new storm water management ponds (SWMP), traffic signals, extensive environmental controls, water and sewer line construction; coordination with MWAA, NOAA, Loudoun County and other stake holders such as HOA, Schools, Fire & Rescue, Police etc.
I-64/I-264 project encompasses the improvements along I-64 and ramps to I-264 in the City of Norfolk and the City of Virginia Beach. The proposed improvements include widening westbound I-64 by adding a second exit lane from Twin Bridges to the I-64/I-264 interchange, relocating and widening of the ramp to two lanes from westbound I-64 to eastbound I-264, introducing a new two lane Collector-Distributor (C-D) roadway from I-64 to the Newtown Road interchange, and a new two-lane flyover ramp from westbound I-64 tying into the existing eastbound I-264 C-D road. Most of the proposed improvements are on bridge structures. Sound barriers are proposed along eastbound and westbound I-64. The purpose of the project is to address deficiencies in safety, capacity and geometry of the existing WB I-64 to EB I-264 ramp and thereby to eliminate prolonged periods of congestion and to reduce high frequency of crashes associated with congestion.
The project is broken down into multiple phases involving major bridge construction, MSE walls, sound barrier walls and significant ground improvement in areas of the MSE walls. Additionally, this project includes relocation of existing utilities in the foot print of the project during construction.
CES in the pre-award phase performed an independent constructability review and the outcome of the review was used to develop and modify the existing Contract Time to a revised Contract Time Determination Report (CTDR) which compressed the original conceptual schedule by nine (9) months. Additionally, CES drafted special provision language for insertion of incentive/disincentive milestones in the contract, performed more detailed constructability and biddability reviews. During construction, CES is currently supporting the Department providing all schedule related responsibilities that include setting up the schedule conference, review, and acceptance of the preliminary and Baseline Schedules. Scope of CES also includes review of all monthly schedule updates and maintaining a contemporaneous schedule as-built, Schedule Impact Analysis (SIA) and running what-if-scenarios for delays on major work activities. Additionally, CES is providing construction inspection and management staff on the project to ensure compliance of the contract documents and specifically reviewing the progress of the contractor in relation to the schedule activities.
Project Construction Cost: $107 Million
